A Lifelong Pennsylvanian, John was born and raised in Norristown, John’s parents Veronica “Ronnie” (Washinko) and John “Bruce” McGuigan met as sophomores at Norristown High. After serving in the U.S. Navy, Bruce returned home, married Veronica, and John was born in September 1969.
John and his younger brother Chris attended Norristown public schools. John graduated from Norristown Area High School in 1987. He earned a partial scholarship to Saint Joseph’s University, where he majored in Accounting and met his future wife, Lisa during his freshman year. 

During John’s junior year, while attending school full time and working part time, he was approached by his neighbors and asked to run for a district seat on Norristown borough council.
John campaigned against the incumbent president of council, in a 2-to-1 Republican district, and in a stunning upset, won by three votes to become the youngest elected official in the state, and the youngest ever in Norristown. 

During his first term on council, John passed recycling ordinances, increased funding for public safety programs for police and fire, stood up against unfair fees, and made constituent service the focal point of his position.

While beginning his career as financial auditor, John ran for re-election in 1993. His constituents recognized his service and elected him with over 60 percent of the vote. John became the first Democrat re-elected in Norristown during his lifetime. Recognizing his contributions, his peers elected him president of borough council in 1994.

After completing his service as President of Norristown City Council, John and Lisa married and bought their first home in King of Prussia. Later they moved to Phoenixville, and in 2000 welcomed their first child, Katherine, earlier that year and joined St. Ann’s parish in Phoenixville. 

John and Lisa remain in Phoenixville, where they have grown their family, adding Julia in 2004 and their son Sean in 2006, raised their children, and continued to focus on their family and community. 



John was born September 18, 1969 (51 years old) in Norristown, PA


John was elected as a Democrat in 1989 (age 20) to Norristown Borough Council when the borough had a 2:1 Republican registration. Served as a Democratic committee person in Norristown from 1990 to 1995, and Schuylkill Township (Chester County) 2008 to 2012.  John lists his favorite presidents as: Lincoln, FDR, Eisenhower, Carter and Barack Obama
